Solomon Islands

Pacific Black Box has been in the Solomon Islands for the past three weeks working with NGO staff from Live and Learn Environmental Education (LLEE), and APHEDA, both based in Honiara. Taloi Havini and Georgia McRae worked with 3 staff members from each organisation in building their skills in planning for film, filming, editing and publishing video productions.

This training had the the specific purpose of NGO staff producing short videos to report back to AusAid about their projects. The staff from both NGOs were incredibly receptive to the training, and the PBB staff thoroughly enjoyed their time training them (even though we faced some of the weather generated by cyclone Ului)!

On return to Australia, we received the following email from one of the amazing staff members (and a student in our training) at LLEE:

'Dear Georgia and Taloi,

Its been a great pleasure working with you together and especially the trip that we took together to Baolo and Sisiga with the very rough weather condition. I have come to learn the lessons of team work and determination and the I am sure the great work we have achieved together.

Reflecting back it was the courage the energy that we have as a team that helped us to go through the challenges. On a further note you have gone beyond the level of expectation especially when you have to deal with IT issues and work around them and the extra work you have to do when most of us were dreaming away in our sleep. So all in all I have learnt a lot of things just by the way you were so professional in your facilitation approach.

I hope you have a great trip and will have an refreshing time after the tough times.

Thank you hope to see you two again. Thank you too for the funny parts of the training.

Secretariat of the Pacific Regional Environmental Program DVD

The film 'An uncertain future' made by young Bougainvilleans in the 2008 PBB forum, has now been released on a DVD along with 9 other films made by people in the Pacific who were given basic film-making skills so that they could depict what climate change means to them and their communities.
The DVD is produced by the Secretariat of the Pacific Regional Environmental Program (SPREP) based in Apia, Samoa. The films were also shown at the first-ever Climate Change Film Festival in Suva, Fiji in September 2008.
The DVD is called 'Climate change: Our century's challenge, our Pacific response' and SPREP invite people to use it for broadcasting on national media stations and for educational purposes in schools and colleges.

New plans for PBB

Through the 2008 forum, and the 2009 training and research, Pacific Black Box has developed a plan for continued training in Bougainville over the next three years.

This plan involves working across the three regions of Bougainville to develop a train the trainer program for young people from Central, North and South Bougainville.

The training will focus on ways of developing Community Based Digital Resources (CBDRs) and will look at how the local trainers can foster creative learning environments where young people can continue to learn and use their ICT, audio visual and community development skills.

Over the past 6-months, Pacific Black Box has been working with the youth from three Bougainville communities to continue providing basic media training and to research the best approach to ensure continued and sustainable support in audio-visual media.

The six months of outreach to communities and a one week youth forum culminated in a public ceremony in Buka town, in which all participants were presented with the Community Prophets award and a public screening held of An Uncertain Future.

Taloi Havini is still in Bougainville working on the development of a three year plan for Pacific Black Box to continue working across the North, Central and South provinces of the country.

2009 Youth forum successful start

The 2009 forum is well underway in Tunaniya Open Learning Centre on the Bougainville mainland, with a group of highly enthusiastic and competent young people from Tinputz, Carterets and Hako. The forum follows an outreach program mentoring small groups in media skills, conducted by PBB volunteers.
Next week there will be a ceremony in Buka to celebrate the Human Rights Film Festval Community Prophets Award being won by the young people involved in the Pacific Black Box 2008 project. Congratulations to all those involved in the making of An Uncertain Future!

PBB movie has won an award!

Pacific Black Box is excited to announce that the movie 'An Uncertain Future', made by young people attending the Pacific Black Box 2008 forum in Bougainville, has won the Community Prophets Award in the 2008 Human Rights Film Festival.
This award, presented by Community Prophets founder David Vadiveloo, is awarded to the film that best demonstrates a creative process that empowers young people and marginalised communities.
Pacific Black Box members are pleased that the young people who made this film have been recognised for telling their own story of the personal experience of climate change effects and relocation, rather than having others do it for them.
Community Prophets, presenting the award, is an organisation working with marginalised communities around the world,fostering and creating high production value screenworks that build long-term capacity, facilitate agency amongst youth and inspire new stories of empowerment.

World Environment Day in Bougainville

Bougainville Women for Peace and Freedom and Tulele Peisa NGOs marked World Environment Day with an event in Tinputz, where Carteret Islanders are being relocated due to rises in sea levels making their islands uninhabitable. The films made by the youth of Bougainville during the recent Pacific Black Box forum were shown at the event and are now being viewed by primary school students across Bougainville.

There were many wet eyes in the audience at the UN Conference on Sustainability in Bonn, Germany, as delegates watched the first showing of films made during the Pacific Black Box youth forum which took place in Bougainville in April.

Mr Moses Havini, a representative of the Autonomous Government of Bougainville showed the documentary and digi-tales to international delegates at the convention, many of whom had not heard of the situation of the Carteret Islands in Bougainville, whose community is having to relocate due to their land becoming inundated with sea water.

There was much interest in the issue and many requests for copies of the films from audience members including those from Hawaii, Canada, Russia and Germany.

This is the first of many showings of the powerful documentary and digi-tales made by the young people who were trained as environmental advocates and film makers in the two weeks participating in the youth forum.

The forum was organised by Bougainville Women for Peace and Freedom working with Tulele Peisa, with support from Pacific Black Box Inc in Australia. Funding came from Oxfam Australia and Pacific Black Box donors.

'All the surrounding communities really supported the forum because of the urgency of the need. By the facial expressions of the community after what was screened (the films made by the youth), you could see looks of sadness and regret. But most of all, everyone was full of commendation for the project' - Anna Sapur, local facilitator and village magistrate.

The Pacific Black Box project was a huge success. Two weeks of learning, filming, recording, discussing, editing, exchanging and talking with youth from the Carterets, and mainland Bougainville was an incredible experience. With the assistance of 5 local faciliators, committed NGOs and a highly organised and informed community, the project ran smoothly from day one to fourteen.

The first week resulted in the creation of 5 'DigiStoris' - short films using still camera shots and audio laid over the top. The groups chose subjects that emerged from the discussions on climate change and sea level rise, brainstormed and storyboarded, then went out to capture images and sounds that told their story. Never having used a camera or touched a computer, the youth were determined and hungry to learn everything about how to use this media in the short time we were there.

The second week was spent using the video cameras, writing interviews, analysing other films and constructing a documentary describing the situation of the Carteret Islanders. New songs about what the participants had learnt emerged everyday to record and use in the film. We were up some nights until 3am in the Women's Resource Centre (in the middle of the village) editing the film, overlaying sound and rerecording interviews. The rough cut of the documentary was finished in time for the closing ceremony, which was attended by the President of the Autonomous Region of Bougainville, Mr. Joseph Kabui. There was overwhelming support from all ministers, chiefs and local community for a continuation of media training and capacity building of youth in Bougainville, and a promise of support for the relocation of the Carteret Islanders to mainland Bougainville. The closing ceremony saw the youth receive their certificates from the President, and showed their films to the Minister of Women and NGOs, as well as respected elders of all the represented communities.

Overall the forum was an overwhelming sucess with grassroots advocacy reaching the highest level of government in the country, and pledges of financial backing for victims of sea level rise. Currently Phase 2 of training is being carried out with 6 participants who were chosen from the areas of the Carterets, Tinputz (the relocation area) and Hako (the host community) as technical officers. This training is being carried out by Fabio Candini and Amanda King, experts in documentary film making in the Pacific (makers of An Evergreen Island). These youth will manage the ongoing use of the equipment, under the guidance of the two NGOs, Tulele Peisa and Bougainville Women for Peace and Freedom.

Action plans have been drawn up by all the youth involved to carry out environmental advocacy projects after Phase two has been completed. These action plans look at both Climate Change issues, as well as other issue affecting Bougainvillian communities such as open cut mining and deforestation.
Screening of the films will be decided upon after the films return from Phase Two training, where the technical officers are adding credits and finishing off the sound. Please keep looking at the blog where we will keep you posted on the ongoing work of the youth involved in the project.

Although Pacific communities produce some of the lowest greenhouse gas emissions in the world they are already suffering greatly from the effects of climate change.

The Carteret Islanders of Bougainville are currently preparing to relocate from their traditional lands due to rising sea levels.

The youth of these communities need to tell their story to the world.

The Pacific Black Box project is a forum that aims to equip youth in Bougainville with the skills and resources to raise awareness of their situation through digital storytelling.

Pacific Island communities currently face the problem of population displacement on the outer islands due to rising sea levels. Due to their land becoming increasingly uninhabitable and as food sources become destroyed by salt water the Carteret Islands community is currently preparing to relocate to the mainland of Bougainville.

There is concern that young people are not getting their voice heard on this issue for a variety of reasons including restricted access to skills training.

Through a 14 day youth training forum, this project aims to address the lack of youth representation in environmental advocacy in Bougainville.

Pacific Black Box Inc is currently collaborating with Bougainville Women for Peace and Freedom to run the youth environmental advocacy training forum.

The forum aims to equip the participants with the skills, facilities, resources and support to develop and use audio/visual media as a tool in environmental awareness raising. This will enable young people to express their environmental concerns, particularly in relation to climate change, on a local, national and global level. The forum will train these young people as environmental leaders and youth trainers in their own communities.

Young people from the Carteret Islands will be at the forefront of this project, as their community is soon to be relocated to mainland Bougainville due to sea level rise.
